This conference examined critical issues facing the Medicaid program, and the challenges and prospects for national health reform. It featured addresses on national health reform by Diane Rowland and Christopher Jennings. United Hospital Fund President James R. Tallon, Jr., discussed how federal policy changes could affect New York, and Deborah Bachrach, the state's Medicaid director, outlined the program's current priorities and challenges. Michael Hogan, commissioner of New York State's Office of Mental Health, opened the afternoon with an address on mental health issues in the context of the national health reform debate. A distinguished panel of experts followed, discussing the service delivery challenges of integrating behavioral health care under Medicaid. Renowned policy experts Bruce Vladeck, Jo Ivey Boufford, MD, and David Jones concluded the day with their own perspectives on the issues.
