This expanded version of the first publication (2005, of the same title) created through the Fund's Medicaid Institute offers the latest information on eligibility rules, beneficiaries, covered benefits, spending patterns, and major challenges, as well as new analysis to provide greater context. For example, it notes the historic rise in Medicaid enrollment—1.5 million New Yorkers, or an increase of 55 percent in enrollment, between 2000 and 2005—while pointing out that Medicaid spending in New York over the same period grew at an average annual compound rate of 7.7 percent—lower than the 8.2 percent growth rate for all national health expenditures.
