This report focuses on the 40 percent of uninsured New Yorkers under age 65 who are already eligible for an existing public health insurance program. The report presents detailed statistical portraits—including age, family financial and work status, race/ethnicity, citizenship, and health status—of the 250,000 children/adolescents and of the 650,000 adults who make up this population. The report also details policy implications that can be drawn from analysis of these data and lessons from other states' experiences.
