This report details the challenges of achieving that goal, including reexamination of New York's eligibility and enrollment rules and processes; upgraded information systems that can accommodate increased numbers of applicants and a new focus on real-time matching of eligibility information with existing government databases; and federal resolution of conflicting rules that contradict the goal of simplification.
