Federal health care reform and new state Medicaid administration legislation can help New York achieve a radically streamlined, consumer-friendly eligibility and enrollment process for Medicaid and subsidized coverage options in the Exchange. This report details the challenges of achieving that goal, including reexamination of New York's eligibility and enrollment rules and processes; upgraded information systems that can accommodate increased numbers of applicants and a new focus on real-time matching of eligibility information with existing government databases; and federal resolution of conflicting rules that contradict the goal of simplification.
